I think it depends. I use dried herbs (the ones you buy at the grocery store) for most of my spells, but I have never put much thought into the effects of a herb when dried vs the effects of a herb when fresh. It would be an interesting topic to study! My hypothesis would be that it has some sort of influence, but what? I'm not sure.

I don't think any value is lost if it's dried, but I don't know about wilting. It may just depend on what you plan to use it for. If it's for eating or drinking, I would be more careful, but I think if you want to use it for something once it's wilted you would probably be fine and wouldn't loose anything from it.

Ahhh let me elaborate more
So in what I'm currently working on, a happiness/protection spell, it requires the use of lavender and clove-two herbs. As you know, plants don't exactly live forever and they eventually wilt. Despite the fact that I do intend to use these herbs in the spell, I'm afraid that the 'potency' of the spell will fade as the herb wilts and dies. Same for my rose petals. I could use them for plenty of things, but? I'm afraid that as they wilt, they won't be very useful.
I'll try doing more research, however, this question has baffled me for a while, so ¯\_(ツ)_/¯

From what I know you can use dried plants! If the spell doesn explitly says it needs a fresh plant (prolly to signify something "new" and "alive" ) you don't need to have fresh and "alive" plants!!!! A plants "worth" and "power" doesn't wilt away so easely!
